Sahar is one of the more central districts of Sa'adah governorate and historically had a larger population and more developed market economy than the isolated border districts. Its connection to the Sa'adah city road network meant better access to goods and services than most of the governorate, and the merchant networks operating out of the main market towns were an entry point for a foreign man with genuine purpose and Arabic. The district retains more infrastructure than the western mountain districts even after years of conflict. That's a low bar but it's real.
