Vân Đồn's Special Economic Zone status since 2018 and its own international airport (opened late 2018) have created genuinely modern infrastructure on an island district that also sits inside Bái Tử Long Bay — the less-visited, clearer-water sibling of Hạ Long Bay. The beaches at Quan Lạn and Minh Châu see Vietnamese domestic tourism but remain uncrowded by Hạ Long standards. The SEZ push has brought investment in resorts and the general orientation is toward development, which means the population is more accustomed to outside money and outside people than rural Quảng Ninh. Best during summer when the beaches are actually in use and the social scene activates.

Vân Đồn has the infrastructure of ambition — SEZ designation, international airport, resort investment — but the social reality hasn't caught up with the plans. Outside of Vietnamese summer domestic tourism (June-August), the island district runs quiet with a small permanent population of fishing communities and resort workers. The beaches at Quan Lạn genuinely are cleaner and less crowded than Hạ Long options, but the nightlife and social scene are minimal. Worth a few days for the scenery, not a social hub.

The permanent population is fishing communities with no particular orientation toward foreign visitors outside the resort context. Getting here requires ferry from Cái Rồng pier after getting to Quảng Ninh, which adds friction. If you want island Vietnam, Phú Quốc or the central coast islands are better developed social environments.
