Cô Tô is genuinely remote — 60-100km offshore from the mainland with ferry access only through Vân Đồn — and the infrastructure reflects that. The water is clear, the beaches are nearly empty outside summer, and the islands haven't been overdeveloped, but those same conditions mean no nightlife, no social scene, and no reason to be here if you're not specifically after empty beaches and fishing community atmosphere. Vietnamese domestic tourists pack the ferries in July-August and the island fills relative to its limited capacity with families and couples. Not built for the experience you'd be looking for.
