Hoang Mai is a coastal industrial development zone at the northern end of Nghệ An that the government has been building out with a port and factories, but the town reality is a rough work settlement rather than anything livable. The local population is split between factory workers and fishing families, and the foreign presence is mainly Korean and Chinese industrial managers rather than any social scene. Infrastructure is basic and the social environment is entirely work-focused. No reason to be here unless you're involved in the industrial project.

A foreign man here would be assumed to be in industry, which at least gives you a social frame even if there's nowhere to actually go.
