Cua Lo is a beach resort town that exists almost entirely to serve domestic Vietnamese tourists from Hanoi and the wider Nghệ An region — in summer it pulls serious crowds and has the energy of a working Vietnamese beach holiday destination. The beach itself is wide and reasonably clean, the seafood is legitimately good and cheap, and the summer crowd brings a more relaxed social vibe than the conservative rural interior of the province. As a foreign man in peak season you'll stand out in a crowd that is already in holiday mode, which creates more social opening than the surrounding region. Worth a stop in July or August if you're in the area.

Cua Lo functions as a seasonal beach town — from roughly May through August it's packed with Vietnamese holidaymakers and has actual restaurant and bar activity; the rest of the year it's mostly shut down. The infrastructure is entirely geared toward domestic tourism, so you're not going to find any expat bars or international restaurants. As a foreign man in peak season you're a curiosity in a crowd that's already loosened up on holiday, which gives you some novelty traction but limited places to actually go with it. Off-season there is genuinely nothing here.

Cua Lo outside the summer peak is a ghost town — hotels closed, restaurants shuttered, the beach empty. Even in peak season the entire social ecosystem is domestic Vietnamese family holidays and group tours, with no nightlife infrastructure designed for mixing. The town layout is purely resort-functional: beach, seafood restaurants, karaoke. As a foreign man you're visible but there's no scene to plug into, and the transient family-tourism crowd doesn't create the kind of environment where you actually meet anyone. Come in, eat the seafood, go to Vinh.
