Văn Giang is genuinely different from the rest of Hưng Yên because Ecopark — one of Vietnam's largest master-planned residential townships — is here, and it has drawn tens of thousands of educated, middle-class Hanoians who commute into the city. The population skews younger, more cosmopolitan, and more accustomed to outside influence than anywhere else in the province. That said, Văn Giang still lacks the nightlife, cafe culture, or social density of Hanoi itself, and most residents are families who bought here for schools and green space, not singles. It's a functional base if you're priced out of Hanoi, but not a destination in its own right.
