Thao Dien is the expat quarter — French-Vietnamese cafes, international schools, and rooftop pools that function as social hubs. Women here are westernized, many speak English, and dating a foreign professional is considered a normal and desirable outcome rather than an unusual one. Even at Saigon's more expensive rates, a Western income puts you comfortably in the top tier socially. Best district for meeting educated, career-oriented Vietnamese women who date internationally on a regular basis.

District 2 has gotten noticeably more expensive and more saturated with expats — the economic advantage that used to feel sharp here has flattened somewhat. The Thao Dien pocket is still the best residential district in the city for long-term expat life, but the international school crowd and long-term married expats dominate the street-level demographic. Good quality of life, decent social scene, but the raw social access of D1 isn't here.
Lower score (below 6)
District 2 outside of the Thao Dien pocket is mostly local residential sprawl that has little to offer a foreign man socially. The An Phu area has some bars and restaurants but the density drops fast as you move east. If you end up in the wrong part of D2, you've got high rent, long Grab rides, and none of the advantages of the inner city.
