Nukus

Lower score (below 6)
Nukus is the capital of Karakalpakstan and houses the Savitsky Museum, one of the largest hoards of banned Soviet avant-garde art on earth — which does pull a thin trickle of serious art travelers and gives locals some frame of reference for foreigners. That said, English is essentially nonexistent outside the museum walls, and Islamic family structures mean social contact with local women is heavily gatekept. The gap between you and anyone you'd want to meet is wide: language, religion, family surveillance, and an economic desperation that reads your presence as a transaction waiting to happen. Better than anywhere else in the region, still very hard.
