Furqat district is named after the 19th-century Uzbek poet Zakir jan Furkat, who was exiled to China — the irony being that the district itself is about as far from cosmopolitan as you can get. Agricultural flatland, conservative, and zero infrastructure for outsiders. There is no warm case for Furqat.
