Portsmouth is the best single city in New Hampshire for a foreign man — it has a legitimate food and bar culture along Ceres Street and the waterfront, a creative professional class that includes a lot of transplants from Boston and beyond, and enough tourism that outsiders are a completely normal part of the social fabric. The Seacoast region overall draws younger demographics who can't afford Boston proper but want that lifestyle. Hampton Beach in summer is its own chaotic thing — Massachusetts beach crowd, packed bars, completely different energy from the rest of NH. Portsmouth alone justifies treating Rockingham as the top county in the state.

Worth visiting for Portsmouth specifically; the county average is dragged down by bedroom-community suburbs.
