Paducah is a city of 27,000 at the confluence of the Ohio and Tennessee Rivers and the largest city in western Kentucky by most measures. The city has reinvented itself partly around quilting — the National Quilt Museum here is nationally recognized — and has a functioning downtown arts scene that brings outside visitors regularly. The population is more exposed to outsiders than any surrounding county, and the city has actual restaurants and bars worth visiting. For western Kentucky, Paducah is the best option — a real small city with some cultural infrastructure and an economy that includes healthcare, education, and industry beyond agriculture.
