Ottumwa (pop ~24,000) is the county seat known for the Iowa Premium beef plant and an unusual degree of ethnic diversity for its size — a significant Burmese refugee community settled here starting in the late 2000s along with Latino meatpacking workers. Radar O'Reilly from MASH was written as being from Ottumwa. But the city has real economic challenges and a post-industrial feel, and the diverse communities operate in parallel worlds rather than an integrated social scene. Better than most rural Iowa counties but still not enough to recommend.
