Preston is the filming location for 'Napoleon Dynamite' and the earnest, insular small-town LDS culture in that film is not much of an exaggeration — the Bear River Valley in southeastern Idaho is authentically that. The county has a small agricultural economy and about 13,000 people. The most socially dynamic event of the year may genuinely be the county fair.
Lower score (below 6)
Franklin County is among the most heavily LDS-influenced counties in Idaho — the community was founded as a deliberate Mormon settlement in 1860 and has maintained that character. Social life is organized through church wards and extended family networks that a non-member outsider simply cannot access. Four thousand people in Preston, one main street, and a culture built around people who've known each other since childhood. Not viable for an outsider.
