Washington (city) is the county seat of Wilkes County in northeast Georgia and has more antebellum homes per capita than almost any Georgia city outside Savannah — over 30 intact pre-Civil War structures including the Robert Toombs House, home of the Confederate Secretary of State. The historical architecture is significant and the town has a distinct old-gentry quality. But the permanent population of about 4,000 doesn't support much social infrastructure despite the architectural heritage. A foreign outsider gets historical interest but no social traction.
