Helen is White County's main draw — an Alpine-themed village on the Chattahoochee River headwaters that was deliberately redesigned in 1969 to look like a Bavarian village as a tourism strategy that has worked for 50 years. The Oktoberfest celebration in Helen runs from mid-September through early November and pulls enormous crowds from Atlanta and beyond. The manufactured European aesthetic creates a loosened, vacation-mode social environment during festival season. Outside of Oktoberfest and the summer tubing season the county goes quiet and the rest of Cleveland (the county seat) is standard north Georgia rural.
