Maricopa County is a large, sprawling metro and that sprawl is the main friction — without a car and a deliberate strategy you'll spend your time in traffic. The social scene is real but geographically fragmented between Scottsdale, Tempe, Downtown Phoenix, Chandler, and Peoria. The summer heat from June through September genuinely empties out the nightlife, with a lot of the more mobile population leaving the state. Winter and spring are when the county runs at full energy.

The summer months (June-September) are brutal at 110°F+ and the bar scene noticeably thins out. If you're in the right part of the metro at the right time of year it's fine, but the county's size means you can easily end up in a suburb that functions like a much smaller, more boring place.
