Flagstaff has Northern Arizona University's 30,000-plus students running through a genuinely outdoor-obsessed college town at 7,000 feet — the Milton Road and downtown bar scene is real, and the transplant-heavy outdoor sports crowd makes it easy for new faces to fit in quickly. The proximity to Grand Canyon, Sedona, and ski slopes means the county constantly draws visitors and seasonal workers who are inherently open to meeting people. It's one of the more socially functional places in the state outside of Phoenix metro.

Flagstaff is a legitimate college town with an active social scene, but it's also a small city of 75,000 where you can exhaust the options relatively quickly. The Grand Canyon corridor is entirely tourism workers living in company housing — very transient, which cuts both ways. Winters are genuinely harsh, which thins out the social activity outside of the NAU crowd. If you're there in the summer or fall, the demographics are better than almost anywhere else in rural Arizona.

Flagstaff's college-town energy is real but the city is small and the winters are brutal — November through March the outdoor crowd goes into hibernation mode. The Navajo Nation reservation borders the county and those communities are closed to outsiders. Page (near Lake Powell) is almost entirely tourism workers in a very small, isolated town. If you're not there during the right season or not plugged into the university scene, the options narrow fast.
