Uruguay's the closest thing South America has to a developed country — legal weed, transparent government, actual rule of law, and zero machismo theater. Montevideo's got good-looking women with European-leaning aesthetics, actual equality means they're not playing games, and everyone speaks English well enough to not be a burden. Cost's climbing but still beats Buenos Aires, local guys are laid-back without being lazy, and the whole place has this refreshing vibe of people who actually give a shit.

Legal status, stability, and progressive laws are real draws, but the small-country factor cuts both ways — limited nightlife outside Montevideo, dating pools aren't deep, and women here know exactly what they want without much tolerance for games. Weather's temperate not tropical, salaries are low even by Latin standards, and the culture's still Latin-flavored enough that some cultural gaps exist. Decent stepping stone, solid six-month base, but not a magnet long-term.
