Sievierodonetsk was, from 2014 to 2022, the administrative capital of Ukrainian-controlled Luhansk Oblast — the city that kept Ukrainian governance going in the region after Luhansk city fell. It had government offices, international NGO presence, and the urban infrastructure of a functioning regional capital. The 2022 battle for the city was one of the longest and most intense of the war.
