Zhovti Vody ('Yellow Waters') is Ukraine's uranium mining city — the Skhidnyi Mining and Processing Plant here has produced uranium ore concentrate for Ukrainian nuclear power since Soviet times, and the city was a classified closed settlement for much of its existence. That history of secrecy and industrial isolation left a culture that's genuinely not outward-facing. About 40,000 people in an isolated steppe location with limited social infrastructure.
