Serere District is known in agricultural circles for NaSARRI — the national semi-arid resources research institute — which about summarizes its draw. The Iteso farming population here lives close to the land, and the economic gap between a foreign visitor and the local reality is enormous. That gap creates genuine social capital, but the infrastructure to act on it is almost entirely absent outside the district town. If you're doing long-term development or research work and building community over time, the social dynamics can work in your favor — but there's no shortcut.

You'd be driving to Soroti for anything beyond the basics.
