Buhaguzi sits on the northeastern shore of Lake Albert and the economic transformation from oil exploration is tangible here — Buliisa town has seen more outside money flow through it in the past decade than in the previous century combined. The combination of oil-sector activity, NGO presence, and a Lake Albert fishing economy means there's constant movement of outsiders, which makes a foreign man less of an anomaly and more of a known category.
