The Makkah region extends well beyond the holy city itself — Jeddah, the region's commercial capital on the Red Sea, is the most socially open city in Saudi Arabia and has been that way for decades. Jeddah's old town (Al-Balad) is a UNESCO site with actual character, the corniche is legitimately pleasant, and the city's merchant class history means a more outward-looking, less rigid social culture than Riyadh. The restaurant and café scene in Jeddah is the best in the country, and foreign men with a cultural curiosity will find this the easiest entry point into Saudi social life.

The Makkah region's main draw for non-Muslims is Jeddah — Mecca itself is entirely off-limits to non-Muslims with strict enforcement. Jeddah has a real international character and is the most accessible Saudi city for foreigners socially, but it's still Saudi Arabia and the same fundamental rules apply. The city's openness is relative — more relaxed than Riyadh, but still a very different operating environment from what most Western men are used to.
