Vulcan is a Jiu Valley coal town of about 25,000 with a real community identity built around miners' culture and the mountains visible from every street — the Parang massif is directly south. A foreign man here who engages with the local culture rather than treating it as exotic poverty gets genuine respect from a community that has a strong self-image despite the economic collapse. The cost of living is essentially at the floor of what Romania offers.

Vulcan follows the same post-coal trajectory as Lupeni and Petrila — mine closure, unemployment, youth emigration — but has a big enough population that some social infrastructure survives. A few bars, a market, a cultural center that occasionally functions. A foreign man is rare enough to generate real curiosity. Limited ceiling but not zero.
