Costinești was built in the 1970s as Romania's official Communist Youth resort and still operates as the country's most concentrated summer party beach for young adults. In July and August Romanian students and 20-somethings arrive in friend groups specifically to socialize — the demographic skews very favorably and the open resort social culture means the approach dynamic is easier than in a city context. Cheap prices, beach bars, and a strip of clubs do the rest. Outside June to August it's completely shut — closed hostels, empty sand — so the window is firm but it delivers during that window.
