Sapucaí
8.3
Lower score (below 6)
Sapucaí exists because of the old FPCAL national railway — the steam locomotive workshops built here in the early 20th century are still standing, rusting in a field. The railway has been functionally dead for decades and took the local economy with it. What's left is a small, poor farming town that never diversified. The workshop ruins attract the occasional Paraguayan history enthusiast but no real tourism, and the town has no social life to speak of for an outsider.
