San Bernardino is Paraguay's top resort town, sitting on the eastern shore of Lake Ypacaraí about 50km from Asunción, and from December through March the beach clubs fill up with wealthy and upper-middle class Asunceños who are specifically looking for a good time. The German settler heritage from the 1880s gives the town an odd European flavor — the architecture, the old hotel names, the bakeries — and that international reference point makes a foreign face feel less out of place here than almost anywhere else in Cordillera. Women who come to Sanber on weekends are specifically there to socialize, not to stay home with family, and the crowd skews toward women with money, education, and openness to novelty. Outside summer it goes quiet fast, but during the season it's legitimately one of the better social setups in Paraguay outside Asunción.

The summer crowd is genuinely interesting — wealthier Paraguayan families, young professionals from Asunción, some foreigners — but you're dependent on the calendar. A foreign man here during season has real opportunities; outside it, he's just rattling around a half-empty resort town with closed restaurants. Good strategy if you time it right, frustrating if you don't.

The permanent year-round population is small and service-industry, not the socially mobile crowd that makes the town worth anything. If you show up in July expecting the weekend energy you saw in photos, you'll find a ghost town. The seasonal dependency makes this a poor base for anything longer than a summer stay.
