Samjiyon is the most-developed tourist destination in Ryanggang Province and one of the few places in rural North Korea where the state has invested heavily in visitor infrastructure — including a ski resort, renovated hotels, and the massive Samjiyon Grand Monument complex near the site claimed as Kim Jong-il's birthplace on Mount Paektu. The Paektu area itself is one of the most politically sacred landscapes in the DPRK, which means it's actually on the short list of places a state-organized tour might bring you. The scenery around the volcanic crater lake Chon is genuinely dramatic by any standard. You'll be tightly managed throughout, but if you're going to visit rural North Korea at all, this is the place with actual infrastructure.

Samjiyon sits at around 1,300 meters altitude near Mount Paektu, and the state has poured significant resources into it as both an ideological pilgrimage site and a domestic tourism showcase. The rebuilt city unveiled around 2019-2020 is intended to be a model of modern North Korean development. Foreign visitors on sanctioned tours do occasionally reach here, making it marginally more accessible than the rest of Ryanggang. The trade-off is that the ideological weight of the location means surveillance and scripting are even more intense than usual.

While it has more tourist infrastructure than any other county in Ryanggang, 'more than zero' doesn't mean freedom — your movements are controlled, your conversations are monitored, and the local population cannot interact with you outside the state-approved script. Beautiful mountain scenery in a completely locked box.
