Wonsan is the only county in Kangwon Province with any documented foreign tourism history — the Masikryong ski resort opened in 2013 and the Songdowon beach area ran limited group tours through Chinese operators before the 2020 border closure. It's the province's main port city and rail hub, with slightly more exposure to Russians and Chinese through shipping than most DPRK cities. That said, every interaction was chaperoned by government minders, movement was restricted to approved zones, and meaningful contact with locals was structurally impossible. Kim Jong-un maintains a personal compound here, which means security is actually tighter than average for an already surveilled country.
