Hoeyang is an interior agricultural county in central Kangwon Province, sitting in the corridor between Wonsan and the highland interior near the Masingryong ridge area. It's not on any DPRK tourist route that ever existed and has no infrastructure for foreign visitors. Being relatively close to Wonsan (the province's most accessible city) doesn't translate to any actual access — proximity to an open door means nothing when that door has been welded shut since 2020.
