Kaesŏng has more real-world contact with the outside than almost anywhere else in the DPRK — it hosted the inter-Korean Kaesong Industrial Complex where South Korean managers worked alongside North Korean labor from 2004 until Seoul pulled the plug in 2016. The Goryeo royal tombs here are a UNESCO World Heritage Site, and a small number of South Korean-organized tours did operate pre-2020. Even so, all contact was state-managed with mandatory escorts, and any unsupervised social interaction was completely off the table.

Kaesŏng is genuinely historically significant — it was the Goryeo dynasty capital for nearly 500 years and the celadon ceramics tradition here is distinct from anything produced further south. The KIC gave it a brief window of semi-regulated outside contact that most DPRK cities never had. That window closed in 2016, and even limited sanctioned tourism has been suspended since 2020.

The Kaesong Industrial Complex has been shuttered since 2016, tour programs are suspended indefinitely, and any future access will come with full government escort and zero independent movement.
