Yodŏk is home to Camp 15, one of North Korea's largest and most notorious political prison camps — a total-control zone that has held tens of thousands of political prisoners and their families under generational punishment. The camp's existence was exposed in detail by survivor Kang Chol-hwan in his memoir. Foreign visitors have zero access to this county, and the area around the camp is among the most surveilled territory in North Korea.
