Kanggye is the provincial capital and the industrial-military heart of Chagang — the 'Kanggye Spirit' propaganda campaign was built around this city's defense factories continuing to produce during the 1990s famine while much of the country starved. The city has the province's best infrastructure, a relatively educated administrative and technical population, and the only meaningful urban social environment in Chagang. If the province ever opened, Kanggye's educated urban class would make it the one city here where a foreign man with real credentials would find peers worth engaging. That remains a theoretical scenario.
