Arawa and the Kieta coastline have real historical weight — this was Bougainville's economic center during the BCL copper boom, and traces of that infrastructure still exist in ways that make it slightly more navigable than the interior. The coastal communities around Kieta have had more sustained contact with outside workers and traders than most of the island, and that exposure creates slightly more openness. The Empress Augusta Bay area has genuine physical appeal that draws the occasional diver or sailor, giving a legitimate reason to be there. It's still hard work, but the coastal strip is the most approachable part of Central.
