Tarlac City is the only real urban center in the province — SM City Tarlac, which opened in 2011, transformed where young people across the province spend their time and anchored a commercial district that actually functions like a city. Tarlac State University puts a large pool of students and young professionals in the city, and there's a legitimate bar and restaurant scene along Mc Arthur Highway. Foreigners are rare enough that you stand out but the city is developed enough that locals aren't spooked — you get the novelty advantage with enough infrastructure to actually use it.

Tarlac City has real urban infrastructure — SM City, university presence, commercial restaurants and some nightlife along the highway — which makes it the only realistic base in the province for a foreign man. The novelty of being foreign still registers strongly here because Tarlac doesn't get many foreigners even at the city level. The social scene is modest compared to Manila or even Angeles City but it exists, and that matters a lot relative to the rest of the province.

Tarlac City is the most developed part of the province but that's relative — it's still a provincial city with a limited nightlife scene and a social environment that's conservative compared to Pampanga or Manila. If you're used to places with real expat infrastructure and active social scenes, Tarlac City will feel slow. The lack of other foreigners cuts both ways: you stand out, but there's also no expat community to give you a social base.
