Pangutaran is a remote island municipality northwest of Jolo with a small, tight-knit Tausug fishing community and some of the most isolated coastal landscape in the Sulu archipelago. In a different security context this would be genuinely off-the-beaten-path interesting. In actual Sulu province, remoteness from any military presence or support structure is a liability, not an asset, for a foreign man.
