Dagupan is the commercial capital of Pangasinan, running on bangus aquaculture money, university students from Lyceum and PHINMA, and a service economy that generates actual bars and KTV establishments along Arellano Street and near the Robinson's mall. The annual Bangus Festival in June puts the city in a celebratory mode for a full week. Being a foreigner in Dagupan is rare enough to generate real social interest but the city is commercially developed enough that there are actual venues to work with. Best social base in the entire province by a significant margin.

Multiple colleges keep the city young, and the dining and bar scene along Arellano is functional if not glamorous. Foreigners are uncommon but the city is commercially sophisticated enough that encounters happen in restaurants, malls, and at the few bars. Conservative by Philippine urban standards but the best option in Pangasinan.
