Arequipa is Peru's second city and it punches well above its weight socially — the women here are notoriously more fiery and independent than Lima on average, and there's a strong local pride culture that makes them more interesting to talk to. The city has a real university scene, a functional expat and tourist circuit, and enough economic life that you'll find women with jobs and opinions. Spanish fluency gets you much further here than in Lima because locals actually appreciate the effort. If you spend a week here properly, Arequipa will surprise you.

Arequipa has a solid social scene but the Arequipeño identity is strong — locals are proud of their city and culture in a way that makes them less automatically impressed by foreign men than you might expect. The quality of women is high but so is their selectivity, especially in the middle-class neighborhoods around Cayma and Yanahuara. The tourist zone around the Plaza de Armas gets crowded and the interactions there can feel performative. Works well if you're putting in genuine effort; less rewarding if you're coasting on novelty.

Arequipa is one of the more self-sufficient cities in Peru, and that translates to women who aren't particularly moved by foreign men just showing up. The language barrier is real — this isn't a city that caters to English speakers the way Cusco does. If your Spanish is weak and you're not willing to engage with local culture seriously, you'll spend most of your time in tourist restaurants talking to other travelers. Not a bad city, just one that requires actual effort.
