Swat Valley is the outlier — actual tourism economy, hiking culture, women who travel to resorts and guesthouses. Mingora's rebuilt after the Taliban period and has young people with exposure. Not polished, but there's real social energy around outdoor activities and education. Way less rigid than the plains.
