Western Nepal is Pokhara, and Pokhara is genuinely one of the better spots in South Asia for a foreign man with a decent profile. The lakeside area has a real café and bar culture, international trekking crowds, and Nepali women who work in tourism and hospitality and are genuinely open to meeting people. The Annapurna trek circuit starts here, which means there's a constant rotation of solo female travelers from Europe, Israel, and Korea who are in adventure mode. It's not Bangkok, but for Nepal it's as good as it gets.

Pokhara has the infrastructure and the openness, but it runs on tourist seasonality — peak season (Oct-Nov, Mar-Apr) is a completely different place than the off-season when the town goes quiet and the expat energy disappears. Local women outside the tourism industry still operate under traditional expectations, and even women in the tourism sector are more guarded than the lakeside vibe might suggest at first. Apps work here better than anywhere else in Nepal outside Kathmandu. Show up in season, put in real time, and you can build something.

If you're not coming to Pokhara in peak trekking season, the western region is going to feel pretty flat socially. The lakeside shuts down out of season, and outside Pokhara the West is rural hill country with the same conservative family and caste structures as everywhere else in Nepal. The paragliding and trekking draw a decent crowd, but that crowd moves through fast and the local social scene below the surface is tightly closed. Come for the Annapurna range, not for your social life.
