Terengganu (Trengganu) has the clearest water and some of the best beaches in Peninsular Malaysia — the Perhentian and Redang islands are the draw and they pull a traveler crowd that creates the social context. On the islands the rules relax considerably from what applies on the mainland, and the mix of travelers creates opportunity during peak season. Kuala Terengganu on the mainland is conservative and traditional, a genuine window into east coast Malay culture if that interests you.
