Sabah is East Malaysia on Borneo — Kota Kinabalu is the capital and it's a proper city with a lively waterfront, a mix of ethnicities that includes many non-Muslim indigenous groups, and a tourism industry built around diving, jungle, and Mount Kinabalu. The non-Muslim demographic in Sabah is significantly larger than in peninsular Malaysia, which opens the social environment considerably. KK has a real bar scene, night markets, and a traveler infrastructure that generates casual social interaction. Women here are more direct and socially accessible than in the west coast states.

Kota Kinabalu works reasonably well but it's a smaller city than its reputation suggests — the tourist district is compact and you'll cycle through the same spots quickly.
