Tulear (Toliara) in the deep south is the access point for Ifaty, Anakao, and some of the best reef diving in the Indian Ocean — and the social scene around the beach hotels and seafront has a genuinely relaxed southern character that's hard to find elsewhere on the island. The Vezo fishing people here are coastal and outgoing, and the town has a backpacker-meets-overlander mix that creates an unusually accessible social environment for a city this size. Costs are low, the weather is dry and reliable (Tulear is in Madagascar's arid south), and the combination of beach access and town proximity makes it easy to meet people. If you're going to spend extended time anywhere on the island, the south works.
