Tétouan is the cultural capital of northern Morocco's Spanish zone and has a medina that UNESCO listed partly because it's so well preserved — the Andalusian heritage runs deep and the city has a real intellectual and artistic tradition that creates a more educated social environment than most of Morocco. The proximity to Martil and M'diq on the Mediterranean coast means summer brings a wave of Moroccan urban professionals from Rabat and Casablanca, which opens up social possibilities that don't exist in the off-season. It's 40 minutes from Ceuta, the Spanish enclave, which means a slice of the population has legal movement to Europe. Spanish is widely understood.

Tétouan is a real city with real locals rather than a tourist town, which means social norms are conventional Moroccan — respectful but not particularly open toward foreign men in casual settings. The medina is worth serious time but it functions as a living neighborhood, not a scene. The coastal resort strip nearby is the actual place for summer social activity, and Tétouan itself is more of a base. French gets you less far here than Spanish, which matters practically.
