Puttalam on the northwest coast has a large Muslim fishing community and a coastline that's genuinely undiscovered by tourism — the Kalpitiya peninsula has emerged as one of the best kite surfing spots in Asia, which brings a specific breed of adventurous, international, well-traveled crowd who create a real social scene around the wind season. The kite surfing camp format is inherently social and the wind season (May–October) concentrates exactly the kind of people who make for good company. Underrated destination.

Puttalam district splits between the conservative Muslim fishing towns inland and the Kalpitiya kite surfing scene on the coast — the kite circuit is genuinely fun and social, but it's seasonal and expensive, and outside of it the district has essentially nothing for a foreign man socially. Go during wind season and stay in Kalpitiya.
