Hildummulla is a small agricultural settlement on the A16 between Haputale and Bandarawela with some rubber and tea cultivation — there's almost nothing here for a foreign man in terms of social opportunity, but the landscape is genuinely beautiful hill country and the access to both Haputale and Bandarawela by road is easy. If you're moving through the hill country overland, it's a logical stopping point. That's about the limit of its utility for an outsider.
