Darnah is one of the oldest continuously inhabited cities in North Africa — a coastal city in eastern Libya with a reputation that predates Islam and a history of producing scholars, poets, and revolutionaries. It also became in 2014-2016 one of the first cities in the world to fall entirely under ISIS control outside of Syria and Iraq, and was then sieged by the LNA for two years before being retaken. The 2023 floods from Storm Daniel killed thousands here and devastated entire neighborhoods. Whatever social energy Darnah once had has been crushed by successive catastrophes, and a foreign man has no practical basis for being there.

The city is in active reconstruction and humanitarian response mode. A foreign man here is in a disaster response context, not any kind of normal civilian situation.
