Xayabury town is the provincial capital and the most functional place in the province — which is a relative term out here. The big annual draw is the Elephant Festival in October, which pulls Lao from across the country and a small number of international visitors, briefly giving the town a pulse it does not have the rest of the year. There are functional guesthouses, a market, and restaurants, and locals have at least seen foreigners before thanks to slow boat traffic on the Mekong. Outside of festival season a foreign man will find limited social options, but it is far more livable than anywhere else in the province and can serve as a base for day trips.
