The diplomatic and NGO quarter of Vientiane is where the most internationally-engaged locals actually live and work — people who speak fluent English, have spent time abroad, and don't treat foreign men as anomalies. The riverside road along Fa Ngum has some of the city's best restaurants and reliable expat bars. COPE Visitor Centre draws thoughtful tourists and the overall neighborhood attracts a more educated, globally-minded demographic than anywhere else in the city. If you're going to build actual connections in Laos, this is where the ratio works best.
