Xay is the provincial capital of Oudomxay and the most functional base in the province — the Laos-China Railway stops here, Chinese-backed investment brought actual restaurants and guesthouses, and Route 13 keeps it connected north to the border and south toward Luang Prabang. As a foreign man you have novelty working in your favor in a town this size, and there are enough locals, Chinese workers, and the occasional NGO staffer to have a real social life. Lao women here are more exposed to outsiders than in the rural districts and the economic gap between a foreigner and the local median wage is significant enough to matter. It's still a small provincial town with a 10pm bedtime, but it's the only district in Oudomxay where staying a week actually makes sense.

It works as a base for day trips into the province, but anyone expecting more than a functional stopover will be underwhelmed.
